Dipak Roy came to Canada with an engineering degree and a post-graduate diploma in computer science from Jadavpur University, India and went on to obtain Master’s and PhD degrees in Electronics Engineering from Carleton University. Dr. Roy has over 30 technical publications and two patents to his credit. Dr. Roy is also recognized by American Nation Standards Institute for the invention of a technical standard that has been adopted worldwide. He was recently inducted to the Electronic Warfare Technology Hall of Fame by AOC Global chapter in Washington, DC. He is the first Canadian to ever receive this award. But for a very brief period as a Research Engineer at Carleton University, Dr. Roy has been an entrepreneur with several highly successful technology companies to his list of achievements. Together these companies have created over 200 high skilled jobs in both Canada & US.
Founder-President, ICS, Ottawa, Canada
From the basement of a warehouse building with meager savings and no outside investment, Dr. Roy founded ICS in 1978 to serve the defense and aerospace markets with innovative products for sonar, radar, communications, and test & measurements applications. With determination, hard work and single-minded focus, Dr. Roy went on to build ICS to become a formidable enterprise winning major international defense contracts, including the US Navy’s $50 million dollar SQQ-89 sonar upgrade program for the AEGIS class of ships. ICS did business in over 20 countries and had many other major successes. ICS employed over 60 people, mostly graduate Engineers & MBAs. ICS was sold in 2003 and became a a part of GE (Intelligent Platform)
In early 2001, Dr. Roy also founded SensorCom Inc., in Annapolis, Md & DaqScribe Inc. in Denver, Co. Both companies were later absorbed by ICS. Following exiting from ICS, Dr. Roy was involved in two startup ventures: In both these ventures he was a significant investor: Girit Projects, Toronto, Ont. Canada – This company provided video surveillance equipment to major airports and other public installations. Successfully exited through an IPO in 2005; Personica Inc, Boston, MA, USA – Dr. Roy got involved with this company in 2006 to reorganize the company and redefine its product mandate. The company now provides software services for consumer and Govt applications.

Founded in 2007, this company was established to serve the Electronic Warfare markets with advanced sensor solutions that not only advances the state-of-the-art but also cut the deployment risk, time, and cost. Dr. Roy has spent a significant amount of his personal resources to position the company for substantial growth in the US and International markets. The company has significant market traction with over 50 customers and major program wins in US, Canada and NATO and Asia-Pac Countries. The company is headquartered in Ottawa with operations in the United States & France. The Company employs 40 people, most with master’s and PhD degrees in Electrical Engineering and Computer Science.

Dr. Roy’s has over 30 key technical publications and a patent to his credit. He is also a Senior Member of IEEE. His technical knowledge and business expertise made him a recipient of many prestigious awards including:
1. Lockheed Martin (USA) award for excellence in LTS Sonar project performance, May 1992
2. American National Standards Institute (ANSI) Award for the invention and standardization of FPDP Data Flow Concept for high-speed data transfer between computers, Jan 1999. The FPDP data flow concept ihas been widely used in embedded systems.
3. Indo-Canadian Chamber of Commerce (sponsored by IBM) award for Technical Achievement, 2005
4. India Canada Association award for Outstanding Community Services, 2005 5. Indo-Canada Ottawa Business Chamber award for Enhancing the Image of Indo Canadians, 2007

Public Service
In 2007, Dr. Roy was appointed by Govt. of Canada to the board of Sustainable Development Technology Canada (SDTC). SDTC is a $1 billion dollar foundation that is involved in the development of Clean Technology companies in Canada. Dr Roy’s term expired in 2011.
Dr. Roy is also an executive & a Charter Member of TiE (Talent, Ideas & Entrepreneurship) Ottawa, whose major objective is to help and mentor new entrepreneurs to create wealth in a socially responsible manner
Philanthropy
Dr. Roy and his wife have been involved in many charitable and community activities.
1. Major contributor for the refurbishment of a palliative care unit in the Elisabeth Bruyere Hospital, Ottawa
2. Donation to Carleton University, Humanities faculty
3. Establishment of Dipak Roy & Tara Roy Advanced Sensor Processing Research Laboratory at the Carleton University School of Engineering for research and skill development. The Lab has supported many Master’s and PhD thesis research. Some of the students have joined D-TA following graduation.
4. Financial support to print Braille textbooks for the blind school children in India. 5. A charter member and a major financial contributor to TiE Ottawa.
6. A major contributor to the AOC Maple Leaf chapter
Family
Dr. Roy lives in Ottawa with his wife Tara Roy. His son Rajeev has a master’s degree in Electrical Engineering from Carleton University and works as CTO at D-TA Systems Inc. His daughter, Reshmi, is a Neurologist at the Ottawa Hospital.
